Textile PLI Shows Green Shoots — Import Substitution Gains and What It Means for Surat Lace Manufacturers

The Production-Linked Incentive (PLI) scheme for textiles is beginning to deliver measurable results, according to a June 19, 2026 report from The Economic Times. Imports of specific textile items have dropped significantly, while exports of value-added textile products have nearly tripled — a clear signal that domestic manufacturing is gaining ground.

What the PLI Textile Scheme Achieved So Far

Launched in 2021 with an outlay of ₹10,683 crore, the textile PLI scheme targets man-made fibre (MMF) apparel, MMF fabrics, and technical textiles. The scheme's first phase focused on large-scale investments in manufacturing capacity. Now, in mid-2026, the downstream effects are becoming visible: import dependency is shrinking for products that Indian mills can produce competitively, and niche export categories — specialised fabrics, value-added trims, and technical textile components — are registering triple-digit growth.

For Surat's lace manufacturing ecosystem, this matters in two ways. First, import substitution strengthens the domestic supply chain — more garment manufacturers are sourcing trims and embellishments locally instead of importing from China or Turkey. Second, the export push creates demand for export-quality lace that meets international standards for colourfastness, finish consistency, and packaging.

Why Surat Lace Manufacturers Stand to Benefit

Surat contributes roughly 40% of India's total man-made fabric production and is the country's largest lace manufacturing hub. The PLI scheme's emphasis on MMF-based products aligns directly with Surat's strengths: polyester lace, metallic jari lace, and crochet lace are all MMF-category products. As larger textile units scale up PLI-linked production, their demand for consistent, high-volume lace supplies increases — and Surat's established wholesale market is positioned to meet it.

Paras Lace, manufacturing lace in Surat since 1990, has seen the domestic buyer mix shift over the past 18 months. More garment manufacturers, boutique owners, and exporters are prioritising Indian-sourced lace over imported alternatives — driven partly by PLI-linked cost advantages and partly by shorter lead times compared to international shipping.

What This Means for Lace Buyers

If you source lace for garment manufacturing, boutique retail, or export production, the PLI momentum creates three practical advantages:

  • Stable pricing: Reduced import dependency means domestic lace prices are less exposed to currency fluctuations and international freight cost swings.
  • Faster turnaround: Domestic sourcing from Surat manufacturers means 3-5 day delivery versus 3-5 weeks for imported trims.
  • Quality consistency: PLI-linked manufacturing standards are raising the bar for quality control across the textile supply chain, including trims and embellishments.

The PLI scheme still has a long runway — disbursements and capacity expansion continue through 2027-28. But the mid-2026 data confirms the direction: Indian textile manufacturing is substituting imports and winning export orders. Surat lace manufacturers are part of that story.
